How is this different from a snagging app?

A snagging app keeps a list. Sablono attaches the issue to the activity in your programme, so an open issue holds the follow-on work rather than sitting alongside it. Resolution requires management sign-off before the next trade can start.

Can I require sign-off on some issues but not others? Yes. Sign-off requirements are configured on project settings level and then put in place while creating issues, so you can require management approval on firestopping or structural defects while letting minor items close with the trade's own evidence.
Who gets notified when an issue is raised? The responsible trade and whoever holds the sign-off role on the issue, at the moment it is raised. They are notified again when the trade marks it resolved and it is waiting on review.
What is in an exported issue report? Whatever your current filter shows — issues with their location, template, severity, assignment, photographs, resolution and signature, generated as a PDF from live site data.
Do issue templates apply across projects?  Templates are reusable, so the same defect types, required photographs and severities apply on every project. That standardisation is what makes recurring-failure reporting by trade or activity possible.
